Auction Design with Tacit Collusion∗

چکیده
We study an auction design problem where the auctioneer anticipates that bidders collude tacitly. We model tacit collusion in the following way: whichever auction the auctioneer announces, it becomes the stage game of a corresponding repeated game, and out of all sequential equilibria of the resulting repeated game, bidders play the one that maximizes their total ex ante payoff. We show that an optimal auction in this model takes the form of a public good provision game. JEL: D44.

Collusive Behavior without Conspiracy: Conditions for Facilitation and Prevention in Laboratory Experimental Auction Markets
The paper studies bidder behavior in simultaneous, continuous, ascending price auctions. The purpose is to create (possibly extreme) conditions under which tacit collusion develops quickly, naturally and reliably; study models of its development, and then study institutional and environmental remedies that would cause it to evolve into competitive behavior. Special environments were implemented...
متن کاملCollusion via Resale
The English auction is susceptible to tacit collusion when post-auction inter-bidder resale is allowed. We show this by constructing equilibria where, with positive probability, one bidder wins the auction without any competition and divides the spoils by optimally reselling the good to the other bidders. These equilibria interim Pareto dominate (among bidders) the standard value-bidding equili...
متن کاملAuction design and tacit collusion in FCC spectrum auctions
The Federal Communications Commission (FCC) has used auctions to award spectrum since 1994. During this time period, the FCC has experimented with a variety of auctions rules including click box bidding and anonymous bidding. These rule changes make the actions of bidders less visible during the auction and also limit the set of bids that can be submitted during a particular round. Economic the...
متن کاملModeling Tacit Collusion in Auctions
We study tacit collusion in repeated auctions in which bidders can only observe past winners and not their bids. We adopt a stringent interpretation of tacit collusion as collusion without communication about strategies that we model as a symmetry restriction on repeated game strategies: Strategies cannot discriminate among initially nameless bidders until they have become named through winning...
